All items listed on the Consent Agenda are considered to be routine or have been previously reviewed by the Town Council, and will be enacted in one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda.

D.1 A MOTION TO APPROVE the request from the Rotary Club of Wakefield, Rhode Island for the use of Veterans Memorial Park and Gazebo Park for the 41st Narragansett Annual Art Festival to be held Friday, June 21, Saturday June 22, and Sunday June 23, 2024.

 

D.2 A MOTION TO RECEIVE the report of surplus property sold on the online auction site GovDeals.com for the period of May 1, 2023 - December 1, 2023 with a total revenue for this period of $32,867.99.

 

D.3 A MOTION TO APPROVE the Purchase of New Active Shooter Ballistic Carrier Kits for the Police Department from Bulletproof It, LLC, in the amount of $6,486.00.

 

D.4 A MOTION TO APPROVE the renewal of Netmotion Full Platform for the Police Department from Zones, LLC, in the amount of $2,850.00.

 

D.5 A MOTION TO APPROVE a settlement agreement to resolve litigation between 25 Peaked Rock Road, LLC (formerly known as DiBiasio Family Trust) and Erin A. Jacobs, in her capacity as Tax Assessor of the Town of Narragansett.

 

D.6 A MOTION TO APPROVE, RATIFY, AND CONFIRM Change Order #1 with Applied Bio-Systems for Professional Environmental Services related to Phase 3 of the Roadway Improvement Project, in the amount of $3,202.87.

 

D.7 A MOTION TO GRANT permission to David Zoglio of Coastal Modular Homes of RI and David Penta, property owner, to transport a modular home through the streets of Narragansett to 14 Sewell Road, Assessor's Plat K Lot 260, on or around March 25, 2024, subject to local and state regulations.

OLD BUSINESS

 

E.1 MOTION TO APPROVE the 2024 Narragansett beach fees per attached schedule and recommended policy changes.

 

NEW BUSINESS

F.

FIRE DEPARTMENT

 

F.1 A MOTION TO APPROVE the purchase of four (4) sets of Makita power tools for the Fire Department from MES Shipman's Fire Equipment Co., pursuant to Sourcewell contract pricing, in the total amount of $12,102.00.

 

G.

ENGINEERING DEPARTMENT

 

G.1 A MOTION TO APPROVE the filling of one (1) vacancy within the Wastewater Division due to a retirement.

 

G.2 A MOTION TO APPROVE the one (1)-year contract extension for the Purchase of Wastewater Chemicals (2) with Univar Solutions USA, Inc. for Potassium Permanganate at $2.52 per pound and for Sodium Hypochlorite at $2.349 per gallon, under the same terms and conditions as the original contract.

 

H.

PUBLIC WORKS DEPARTMENT

 

H.1 A MOTION TO APPROVE the purchase of Winter Road Solar Salt, delivered from two (2) vendors: Mid-American Salt LLC at $72.72 per ton and Eastern Salt Company, Inc. at $76.51 per ton, for the FY 23/24 winter season per the State of Rhode Island Master Price Agreement #125.

 

H.2 A MOTION TO APPROVE the one-year contract extension, as is a component of the original Town Council awarded contract, for Seasonal Trash Receptacle Rubbish Removal for the Public Works Department with Joe Harvey Landscaping, at their Year 2 pricing of $39,882.00 (per barrel cost of $6.28), under the same terms and conditions as the original contract.

 

I.

TOWN COUNCIL

 

I.1 A MOTION TO INTRODUCE, READ, PASS AND ACCEPT as a First Reading an ordinance in amendment of Chapter 14 of the Code of Ordinances of the Town of Narragansett entitled "Businesses" specifically Article XVI entitled "Rental Dwellings", renaming "Article XVII Solicitations" and adding a new Article XVII entitled "Short-term Rentals".

 

EXECUTIVE SESSION

A MOTION TO RETIRE to Executive Session of the Town Council in accordance with RI General Laws §42-46-4 and §42-46-5(a)(2) for the purpose of discussing potential litigation.
